Over the last 15 years, BA Group has worked many times on behalf of the development industry to review the Roads and Transit components of the Development Charge  By-laws proposed by a number of jurisdictional agencies, including Peel and Halton Regions, the Cities of Mississauga and Brampton, the Town of Oakville, and the Town of The Blue Mountains.

These reviews have involved in-depth critical analyses of a wide range of issues related to the calculation of the roads and transit components of these charges. In many cases the focus has been on the analytic methodology and assumptions forming the basis for the justification of the charges, including service level analyses and the use of transportation forecasting models.

The rationalization, estimation, and allocation of the costs related to the capital roads programs have also been subject to extensive scrutiny.
