In summarizing the 100-year history of rapid transit planning and development in the Toronto area using maps and interpretive text, Ed Levy has emphasized the recurring concept of an enhanced central area rapid transit network. In doing so, he hopes to make the strongest possible case for creating such a network that, while being confined to the most densely developed and most diversified parts of the City of Toronto, would nevertheless enable the Greater Toronto and Hamilton Area as a whole to function and grow more efficiently. 

This book is dedicated in memory of Anthony C. Coombes, Architect, Planner, and ardent “city advocate,” a friend and colleague who never failed to encourage me in this endeavour. In his quiet, gentle way he rarely ended a conversation without imparting a wealth of insight regarding ways in which cities should be designed and maintained to enhance comfort, opportunity, convenience, and security for residents and visitors alike.

Ed Levy has worked as a transportation planner and advisor since graduating from the University of Toronto in 1957 with a Bachelor of Applied Science degree in Civil Engineering.

Following associations with several major consulting engineering and planning firms in Canada and the United States, Ed co-founded Barton-Aschman Canada Limited (later BA Consulting Group Limited) in 1973, and later served as President and then Chairman of the Board of Directors for more than 15 years.

In 1989, he was retained as an advisor to the Royal Commission on the Future of the Toronto Waterfront, and in 1991 was appointed by the Commission as Co-director of a major study of options for the Gardiner Expressway-Lake Shore Boulevard waterfront transportation corridor.  Later, he was retained by the Waterfront Revitalization Task Force to advise on general transportation matters.

He has also directed transportation planning studies for large scale, mixed-use private and public sector projects across Canada and the United States as well as in Europe, Israel and the Far East.  

Since formally retiring he has advised government agencies on transportation policy and infrastructure expansion needs, with an emphasis on public transit.

In 2007, he was asked by Metrolinx, the Province of Ontario’s Greater Toronto/Hamilton Transportation Authority, to serve on its Advisory Committee during the development of the Regional Transportation Plan (“The Big Move”), issued in late 2008.  More recently he was asked to serve on a Public Advisory Committee (PAC) which worked with the Metrolinx board to develop terms of reference for a year-long feasibility analysis of GO Transit electrification, issued at the end of 2010, and in 2014 was appointed to the Stakeholders’ Advisory Group reporting to Metrolinx in connection with its comprehensive “Yonge Relief Network Study”, which was completed in mid-2015.

He has also just recently completed work on a comprehensive 100-year history of rapid transit planning and implementation in the Toronto region.  This was first produced by Neptis Foundation as a webbook in 2013, and in a significantly revised and updated hard copy edition, published by BA Consulting Group and released in May, 2015.

Ed has been a registered Professional Engineer in the Province of Ontario since 1958, and was designated a Consulting Engineer in 1981.  He has also been a member of The Institute of Transportation Engineers (ITE) for more than 50 years, and was elevated to the rank of Fellow in 1988.  He was awarded the ITE’s H. Robert Burton Distinguished Service Award for 2005.

Finally, Ed has been a member of the Board of Directors of the Toronto Railway Historical Association and The Toronto Railway Museum since inception in the early 2000s, and has occupied the position of Secretary for many years
